The Basic Constitution of the Muttahida Ulema Mashaikh Council of Pakistan

Article 1Name and jurisdiction

The name of the party shall be the Muttahida Ulema Mashaikh Council of Pakistan. Its scope of work shall be Pakistan, comprising all four provinces, Azad Jammu and Kashmir, Gilgit-Baltistan, and those foreign countries in which Pakistani and Kashmiri expatriates reside. This scope may be extended further in accordance with need and circumstance.

Article 2Terms used in this constitution

Wherever the following terms appear in this constitution, they shall carry the meanings set against them.

Party / Council

The Muttahida Ulema Mashaikh Council of Pakistan, established under this constitution.

Member / Office bearer

Any person of Pakistan who obtains membership of the party under this constitution.

Chairman

The head of the Muttahida Ulema Mashaikh Council of Pakistan.

Board / Council

The boards or councils constituted for various departments under the constitution of the party.

Majlis-e-Amla

The executive committee formed at every tier in accordance with this constitution.

General Council

The central general council of the Muttahida Ulema Mashaikh Council of Pakistan.

Rules

The rules framed for the fulfilment of the objectives stated in this constitution and for the conduct of party affairs.

Fund

The money received under this constitution from various sources to run the party.

Unit

The organisation established within the limits of a city, tehsil, town, taluka, district, division, or province.

Article 3Nasb-ul-Ain — the vision

The fundamental creed and vision of the Muttahida Ulema Mashaikh Council of Pakistan is the manifest religion of Islam, whose sources are the Holy Quran, the Sunnah of the Messenger, the Hadith of the Prophet, and the Constitution of Pakistan in force in the country. Its destination is the enforcement of Nizam-e-Mustafa, after which the establishment of genuine democracy, progress, peace, and prosperity in the country becomes possible.

Article 4Aims and objectives

The aims and objectives of the Council are set out in fourteen clauses. They are published in full on the Manifesto page.

Article 5Conditions of membership

A person seeking membership of the party must satisfy the following conditions.

1. 1The applicant shall be a resident of the country and shall not be less than eighteen years of age.
2. 2The applicant shall affirm agreement with the constitution and manifesto of the party.
3. 3The applicant shall not be an employee of any government institution.
4. 4The applicant shall complete the membership form and pay the prescribed fee.

Article 6Renewal of membership

Membership of the party shall be renewed after every four years.

Article 7Suspension and cancellation of membership

The membership of a member shall stand suspended or cancelled in the following circumstances.

1. 1Where the member resigns from party membership in writing or announces resignation publicly.
2. 2Where the member commits a clear violation of party discipline.
3. 3Where the member issues statements, engages in discourse, or adopts a negative course of action against party policy.
4. 4Where the office bearers of the relevant organisation have made a formal written recommendation for suspension or cancellation. The authority to cancel membership, however, rests with the Central Chairman.
5. 5Where a matter arising under clause (2) concerns a member of the executive committee or an office bearer at any tier, the Central Chairman shall place the matter before the committee or the central executive committee.

Article 8Restoration of membership

The authority to review the suspension of a member's membership by an executive committee rests solely with the Central Chairman, for which a written petition shall be required.
